III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made during the <br />inspection. Comments also describe any enforcement actions taken during the inspection and the facts or <br />evidence supporting the enforcement action. <br />This was a partial inspection of the Yoast Mine conducted on Mazch 26, 2003 by Mike Boulay of <br />the DMG. Robert Shevling of Seneca Coal Company was present during the entire inspection. <br />Weather conditions were cloudy and cool. Ground conditions were very wet due to recent <br />snowmelt and runoff. A lazge portion of the mine site was snow covered. Coal was being hauled <br />from the Wolf Creek pit in the Yoast South Area. The dragline was down for repairs at the time <br />of the inspection. <br />Haul Roads <br />Haul Roads A and B were very well maintained. The surface of these roads was relatively dry. <br />A road grader was working on the upper portion of Haul Road B. There was running water in the <br />road ditches along this section of Haul Road B. Haul Road D was accessible along the entire <br />length and was passable down to the base of the Valora Pit. <br />)~droloQic Balance <br />Sedimentation Ponds 010 and 012 were inspected. Pond 010 was full and dischazging cleaz <br />water. This is the first time that this pond has been full since it was cleaned out in September of <br />2002. Pond 012 was viewed from above on Haul Road D. The pond was frozen at the surface <br />and appeazed full. <br />Slides and Damaee <br />Additional movement was noted at the slide that occurred in Mazch of 2000 below the Haul Road <br />D embankment, above Pond 012. It is appazent that additional cracking and some minor <br />slumping have occurred, since this area was last inspected. The slumping has occurred high up <br />on the slope just below the Haul Road D embanlanent. Mitigation measures completed to date at <br />the slide location have included slope flattening and regrading of the area. Additional mitigation <br />efforts may be needed to stabilize this slope. Please monitor the slide-damaged azea and take <br />steps necessary to stabilize the slope and Haul Road D embanlanent. Please also keep the DMG <br />informed of any additional slope stabilization methods employed at the slide-damaged area. <br />
