III. COMMENTS-COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the inspection <br />and the facts or evidence supporting the enforcement action. <br />The rock storage area and the access to the storage area located to the east of the disposal cell have not <br />been disturbed since the previous inspection. The rock storage and associated access was included in <br />NOV CV-2004-005, due to the fact that topsoil was not salvaged, and no variance was <br />requested/approved. Abatement of this NOV item requires submittal of a complete minor revision <br />application by May 13, 2005. <br />Topsoil <br />The topsoil stockpile at the waste disposal area was seeded and mulched in November. Any runoff from <br />the stockpile would be directed into the sediment pond by ditches at the base of the pile. A silt fence <br />was installed prior to placement of soil in the stockpile, along the north side of the pile to the outside of <br />the ditch/berm. Topsoil was salvaged and stockpiled from most areas of disturbance associated with <br />development of the waste disposal area, but soil apparently was not salvaged from the. rock storage area <br />prior'to dumping of the rock. See narrative above, associated with NOV CV-2004-005. <br />The two-track road associated-.with the old topsoil stockpile>aocated adjacent.to he Iowec Munger <br />Canyon access road, just to the east of the road crossing of Munger Creek, has developed some rilling. A <br />series of water bars should be constructed along the two track road to prevent further rilling. <br />Revegetation <br />Initial stabilization seeding was completed in portions of the waste disposal area disturbance in <br />November, immediately following completion of construction, but the seeding was not completed due to <br />significant snowfall in late November/early December. Snow. cover persisted for much of December and <br />January due to cold temperatures and periodic snowfall. Remaining..stabilization seeding and straw <br />mulching in the waste disposal area vicinity was completed as weather and ground conditions allowed in <br />February and March. Seeded grasses have recently emerged on the topsoil stockpile. <br />_: ~. _. <br />5 <br />
