III. COMMENTS -COMPLIANCE ~ /~ G _y~ _0~~ <br />~~ /f yMv~4J ~6 <br />Below are comments on the inspection. The comments include discussion of observations <br />made during the inspection. Comments also describe any enforcement actions taken during <br />the inspection and the facts or evidence supporting the enforcement action. <br />This was a complete inspection of the Hayden Gulch Loadout conducted by Jim <br />Stark of CDMG. This is a loadout facility only and it is currently in temporary cessation. <br />The Division is currently in the process of reviewing the application in conjunction with <br />Permit Renewal 02. The weather was cold and snowing and there was 1-2 feet of <br />snow on the ground. <br />All of the necessary records were available at the Montgomery Watson Harza offices <br />in Steamboat Springs. See the records checklist at the end of this inspection report <br />for more detailed information. <br />Although covered with snow, the truck loop pond (pond 001) appeared to contain a <br />small amount of water but did not appear to be (or have been) discharging. The <br />pond embankment was also covered with snow but it appeared to be stable. There <br />were no erosional problems observed on the pond embankment. <br />Although covered with snow, the rail loop pond (pond 002) appeared to be dry at <br />the time of the inspection. The pond embankment was covered with snow but <br />appeared to be stable. No erosional problems were observed on the pond <br />embankment. <br />Both the truck loop (haul road) and access road to the office building were covered <br />with snow at the time of the inspection. The access road to the site is the Seneca <br />TAHR. This road was covered with snow but appeared to be stable and in good <br />condition. <br />The facilities area was covered with snow but appeared to be stable and in good <br />condition. No erosional problems were observed at the time of the inspection. <br />There was no wildlife on the site at the time of the inspection but there were <br />numerous tracks, indicating that deer had been there. <br />
