III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations <br />made during the inspection. Comments also describe any enforcement actions taken during <br />the inspection and the facts or evidence supporting the enforcement action. <br />This was a complete inspection of the Coal Ridge Mine conducted by Jim Burnell of CDRMS, on <br />Thursday, October 19, 2006. The weather was cool and overcast. The permit azea was deserted. <br />The permit sign was posted at the entrance road and the gate was erect. The sign was correct. <br />The permanent road was in excellent condition, albeit muddy. <br />Cover over the site was good, although there were patches of cheatgrass, especially the lower bench. The <br />middle bench had excellent vegetation with milkvetch and perennial grasses predominating with some sagebrush. <br />On the upper bench, cicer milkvetch dominated with an understory of peremmial grasses and scattered sage. <br />The pond embankments were stable and the pond was dry. The ditch was dry and cleaz of debris. <br />All three benches and the upper slopes were stable, including the reclaimed portal area. There was no sign of <br />erosion. <br />Topsoil signs were present on the upper topsoil pile, but not the lower one, adjacent to the county road. <br />Records were checked in the Garfield County Courthouse.
