III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the <br />inspection and the facts or evidence supporting the enforcement action. <br />Ponds inspected included SA, 4, 2/3, and DPl. Pond SA was dry. The inlet to the pond <br />and the secondary spillway had been lined with river rock, which should be replaced with <br />durable, angular rock in the manner described above. <br />Pond 4 held water approximately 2~/z below the discharge level. <br />Pond 2/3 contained very murky water, roughly 2' below the discharge level. The Division <br />strongly recommends the operator apply flocculent to the water to ensure that there are no <br />non-compliant discharges. f apProva for use of flocculents has not been previously granted, <br />an MR should be submitted prior to its use. <br />Pond DPl held water just at the discharge level, with a trickle discharging (less than 1 <br />liter/minute). Water in the pond appeared slightly cloudy and grayish; water discharging <br />was clear. <br />The East Portal area was inspected. Ditches were in good condition. The operator had <br />removed the trash from the storage bin, as directed in the previous inspection report, but <br />had not cleaned trash and debris from the bench and adjacent areas. This should be done <br />immediately, to prevent trash from spreading further. <br />Deserado Mine 3 May 3, 1996 <br />
