III. COMMENTS - COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations <br />made during the inspection. Comments also describe any enforcement actions taken during <br />the inspection and the facts or evidence supporting the enforcement action. <br />This was a complete inspection conducted by Kent Gorham of the Colorado Division <br />of Minerals and Geology. This former underground mine is now reclaimed. The mine <br />has achieved a Phase II bond release for the majority of the disturbed area. <br />Ground conditions were extremely dry and the weather was mild. <br />Availability of Records <br />The public copy of the mine records is kept at the Tri-state railyar•d office on <br />the west side of Trinidad. All required records were found as detailed on the <br />attached checklist. <br />Revegetation <br />The main reclaimed facility area was traversed on foot. Vegetation is very dry. <br />The mine site would benefit from some moisture going into the winter season. <br />Cover ~s generally good. <br />Three small disturbed areas are removed from the main body of reclamation. The <br />two Apache Canyon sites were observed and found in excellent condition. The NW-1 <br />vent fan location should be re-seeded as soon as possible this fall due to poor <br />establishment during the original seeding effort. <br />Soil Methane Area <br />The small circular area identified in last months aerial inspection was observed. <br />The area is nearly a perfect circle measuring 66 feet in diameter. Well 218A is <br />located in the center of this area. Another small steel casing lies slightly to <br />the northwest of the well. Photographs were taken. Visual observation indicates <br />symptoms consistent with methane leaking from the subsurface at or near the casing <br />of the water well. The operator should have this area field checked for the <br />presence of methane in the soil during the next monitoring visit by the <br />consultant. <br />The site appeared in good condition for late-fall. No problems were noted. <br />3 <br />
