III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made during the <br />inspection. Comments also describe any enforcement actions taken during the inspection and the facts or <br />evidence supporting the enforcement action. <br />Hydrologic Balance (cont'd) <br />Pond 016 emergency spillway was recently raised and additional rock installed. <br />Water was spilling over the top of the primary riser; discharge clear, approximately <br />20 gpm. <br />Pond 016A was full, with a trickle of discharge over the top of the primary riser.. <br />Damaged wells below the 016A embankment have not yet been sealed; the sealing <br />plan which will entail pulling the surface well casings and filling the holes with <br />cement, is scheduled for this field season. The french drain previously installed in <br />the well location was functioning properly. <br />Backfilling and Grading <br />Wadge Pit backfilling is ahead of schedule and Wolf Creek backfilling is contemporaneous. <br />No new slides or slumps (or re-initiation of slumping in previous slide repair areas) were <br />observed on final graded areas. Roy Karo reported that the major focus of rough grading <br />activity has shifted from Seneca II-W to Yoast, and that three of the four large Komatsu <br />Dozers had recently been moved to Yoast. Permanent drainage channel construction was in <br />progress in a couple locations along the east side of the regraded ridgeline, in the Pond 015 <br />watershed. <br />Rough grading has been essentially completed in the Pond 17 watershed Wadge Pit area. <br />However, it was evident that significant grading will be required in association with <br />installation of the primary permanent drainage in the Pond 17 watershed, in order to <br />eliminate abrupt gradient changes and establish the design concave drainage profile. <br />Some scour and minor gullying was noted in segments of the recently constructed "A" and <br />"B" pit permanent channels, and repairs will be necessary. The operator recently completed <br />the 2005 Rill and Gully Survey, and the drainage segments of concern were properly <br />identified and scheduled for repair, Scattered locations of hillslope erosion were also noted <br />on the Survey, and repair work had recently been initiated, beginning on the slopes above <br />the oil well, where gully backfilling and minor regrading as recommended in the previous <br />inspection report had been completed. Seeding of these repair areas will be required, along <br />with roughening and seeding of remnant scraper routes in the vicinity. <br />Topsoil <br />Topsoifing operations had continued in the areas noted during the May inspection, although <br />salvage and replacement operations had been temporarily suspended due to the excessively <br />wet conditions. <br />2 <br />
