(including) t~e_ mrnral of tailigg.from t e <br />Hazel-A edit _.. and r@pair of all liner defects end teats-" (Emphasis added.) <br />As of this date, none of the undaliried items bas been accomplished, Nevertheless,, a nee <br />plumit was issued on July 27, 1995. It is difficult to escape the impression that the behavior exhibited <br />b;y this operator has paid off. Misrepresetrmdons, evasions, outright lies, simple lack of performance <br />-- all have been rewarded by deferral of costs and issvattce by the State of continued sanction as <br />operators of a "milling facility' which bas no legal feed stock, hence no identifiable legitimate propose. <br />Our community has tried for several years to find some means of accommodation to the needs <br />a~ad realities of boW regulators and industry. VJe have been patient. So far, that patience has been <br />rewarded by obfuscation, prevarication, and environmental insult on the part of the Operators, and by <br />hesitation, accommodation, and outright retreat on the part of the Regulators. <br />This pattern is uascceptable. <br />Given that yet another deadline has been breached, whbout discernable excuse, we hope that <br />the Board will finally see its way clear to taking some stem treasures w insure that II~ violation of <br />permit requirements will occur nett Spring. Our community stands ready to cooperate in every <br />possible way to this end, and intends to exert the utmost vigilance to assure timely rrsponse to any <br />impending problems; this applies especially to unpermitted discharge from the Hazel A.
