and wander onto the reclamation area. WBMC must install some type of barrier to keep the <br />cattle from accessing the site. DMG highly recommends that WBMC take advantage of the <br />fencing cost share proposal offered by the BLM. Fencing, or other means of preventing cattle <br />frorr~accessing the reclamation site-must be in place prior to germination of any seeding effort <br />completed this fall. <br />4. DMG understands that WBMC has a weed control plan. However, the plan is not part of the <br />permit and records indicate that WBMC has not been adhering to the specifics of the plan <br />proposed by Judith Sirota in August 1998. WBMC is now required to submit a weed control plan <br />as part of a revision to Permit No. M-1977-129 that addresses measures to be taken to identify <br />and control all noxious weeds on the affected area of this site, including tamarisk. This plan <br />must include timing for monitoring efforts, must specify that the monitoring will be conducted by <br />personnel skilled in identification of noxious weeds, must specify what control efforts will be <br />utilized, and indicate how progress results will be evaluated and reported to DMG. Given that <br />WBMC and other gravel producers in Mesa County are approaching the Mined Land Reclamation <br />Board, at their August 2004 meeting, for a ruling regarding operator's responsibilities for <br />controlling tamarisk, DMG will extend the correction date for submittal of this plan to September <br />22, 2004. <br />5.
