• (Page 31 • <br />MINE ID # OR PROSPECTING ID rz M-1977-567 <br />INSPECTION DATE 11/20(01 <br />INSPECTOR'S INITIALS RCO <br />The unexcavated area in the NW corner exhibits a gravel veneer, through which range grasses (mainly blue gramal are <br />growing. This was the location of crushing activity in the past, which apparently did not include I~rior stripping of soil. <br />When and if excavation reaches this area, soil must be salvaged as explained above, though the exiting gravel layer may <br />be mixed with it since it so thin. There is a low, gently-sloping mound in the north central part of the permit, consisting <br />of soil material covering old asphalt material. If this is to remain onsite as it presently exists, it will have to revegetated; <br />if it is in the path of future excavation, the soil must be salvaged, but the asphalt may either be disposed of by burial <br />onsite, or processed and hauled out as product. <br />There is a minor erosional feature on the northern end of the east pit wall, due to concentrated runoff draining into the pit <br />there. It has created a gully about 4 feet deep. It should either be directed so as to not enter the pit at all by construction <br />of a berm (not out of topsoill, or allowing the runoff to continue entering the pit here, but through a riprapped channel to <br />prevent further degradation. There is no problem to erosion or stormwater control at this time, but the site will be checked <br />again to see of these items were addressed. <br />There is one problem noted in this report, under the topic of "general mine plan compliance." Thouph no mining is occurina <br />presently, there is one non-mining feature located in the pit. At the toe of the north pit slope is a blue Ford Escort wagon <br />(about 1981 model7l, with its roof removed and Ivino separately nearby. This item is not related to thee permitted operation, <br />and the site is not licensed or approved to become a landfill. The corrective action for this problem is that the car must <br />be removed and properly disposed of. This permit is still issued to Saauache County. and as such, nhe responsibility lies <br />with them to complete the corrective action. Anv outstanding problem, left uncorrected, will prevent the transfer of this <br />permit from being completed Please see the last nape of this resort for the correction date. <br />The annual report and fee are due every year on November 25. In the annual report, the operator st[ould fully but briefly <br />note all activities which occurred on the site, including excavation, stockpiling, hauling, slope gradinll, topsoil stripping or <br />replacement, seeding, stormwater control, debris removal, etc. These allow the staff to more ao:urately monitor the <br />amount of activity and the adequacy of the bond amount. <br />The current reclamation costs will be estimated as part of this permit transfer, and the new figure:. sent to the current <br />operator and the successor operator, under separate cover. An adequate, acceptable bond in the correct amount must be <br />submitted for the permit transfer to be completed. Please contact the Denver office of the Division to request bond forms <br />or for bond questions. For general information and future reference, it is strongly recommended that the successor operator <br />purchase a current set of the Construction Materials Rules and Regulations, and the Act. Request for such may be made <br />through the Denver office. <br />There were no additional items observed.
