- • i <br />INSPECTION REPORT - PAGE 2 <br />FILE N0. M-78-210 <br />DATE: November 4, 1986 <br />OBSERVATIONS OF IMPORTANCE: <br />1. The staff appreciates the time and consideration taken by Ken Shrader <br />during the inspection. <br />2. The operator is still planning to extract gravel from the Phase I area. <br />Abundant stockpiles of processed sand and gravel are present east of the <br />Phase I area. The operator expects to deplete these stockpiles prior to <br />further mining. <br />3. A 5-acre lake has been formed in the Phase I area, Reclamation consists <br />of backsloping portions of the shorelines to 3 1/2:7 slopes and <br />topsoiling, Revegetation efforts will commence next spring. <br />4. The operator is not dewatering the lake and hence is not discharging <br />water. The operator does not plan to discharge water for at least one <br />year. <br />5. The operator is mixing salt with sand for winter road maintenance. <br />These piles present a contamination potential to both surface and ground <br />water resources. Precipitation and runoff is free to dissolve the salt <br />and then either flow into ad,Iacent surface water conduits, such as the <br />Poudre River, or soak into the ground and mix with ground water. <br />6. A slump crack is forming along the western reclaimed Lakeshore. This <br />crack indicates that the slope is unstable and could slump into the lake. <br />RECOMMENDATIONS: <br />1. The operator needs to contain all salt-bearing materials and prevent <br />salt contamination of water resources. The operator needs to cover <br />and/or line all salt-containing stockpile and processing areas. The <br />operator should take immediate temporary measures, such as covering the <br />piles with plastic or moving the piles to a lined and bermed area. The <br />operator should also prepare a plan of containment for these materials <br />which may include but is not limited to the following: <br />- proper beaming _ and placement of alow-permeability material on the <br />area of salt-containing materials; and, <br />- installation of a shelter for salt piles and processing area. <br />Prior to December 1, 1986, please submit to the Division the temporary <br />measures which have been taken to contain salt piles until a more <br />permanent plan is implemented. Within 90 days, or prior to February 5, <br />1987, please submit a more permanent containment plan for Division <br />approval. <br />
