(Page 2) <br />MINE ID # OR PROSPECTING ID # M-1977-053 <br />INSPECTION DATE 6114/06 INSPECTOR'S INITIALS RCO <br />OBSERVATIONS <br />This inspection was performed by the Division as part of its monitoring of Construction Materials 112c permits. The operator <br />was contacted about the scheduled inspection. The operator's representatives named on page one were present during the <br />inspection. The site was active during the inspection. The wind was extreme the day of the inspection, and though many <br />agricultural fields were eroding, the dust blowing from this site was mainly due to crushing operations, not blowing soil. <br />The required permit ID sign was posted at the NE entrance gate to the site. The E and N permit boundaries are the fencelines. <br />The W boundary is partly along the fence, and partly setback from an irrigation ditch by 50-100 ft (as shown on permit maps). <br />The S boundary runs approximately along the edge of an irrigated field. All boundaries are well marked except the western <br />end. The operation is mining toward the west, and the operator should ensure that this boundary is also well marked. <br />Topsoil is stripped ahead of excavating the aggregate. All topsoil is piled above the highwall on the N and S side of the pit. As <br />the operation moved west, deeper topsoil is encountered. There is sufficient topsoil of perform the required reclamation. The <br />operator should ensure that new stockpiled topsoil is seeded for protection. <br />The approved operation includes excavation, screening, crushing, stockpiling and asphalt batching. All activities are currently <br />carried out onsite, except asphalt batching though that equipment is present for use. Much of the pit floor is occupied by <br />stockpiled product. The floor is level and dry, is not going to be mined deeper. <br />The active highwall is vertical. Some of the N and S slopes have been graded closer to the final 3:1 reclamation gradient. The <br />operator is reminded that all partial reclamation possible should be carried out to help the bond remain lower. <br />The operator stated that he wishes to add land to the permit on the south. This would be through an amendment, which will <br />require a bond recalculation. At this time, however, this office is scheduled to review the bond. New figures will be mailed to <br />the operator for review. If an increase is indicated the operator will have 60 days to provide it. <br />No further items were observed during the inspection. This was a newer storage location, and there was no spilled <br />diesel noted. Though this is not noted as a problem, the operator must provide such impermeable containment for diesel and <br />all other fluids if they are to be stored onsite. An earthen berm is not sufficient. <br />
