III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made during the <br />inspection. Comments also describe any enforcement actions taken during the inspection and the facts or <br />evidence supporting the enforcement action. <br />This was a partial inspection conducted by Joe Dudash of the Colorado DRMS. No one represented the operator <br />during the field inspection. The operator is planning on beginning reclamation operations at the east mine and <br />run-of--mine stockpile areas. <br />Unit Train Loadout <br />This site was partially reclaimed previously, with the concrete silos demolished and crushed for gravel and the <br />conveyor sections, truck unloading structures and rail car loading structures demolished and removed. There are <br />two piles of crushed gravel-sized concrete that the operator is drawing from for use underground at the Bowie <br />No. 2 Mine. The warehouse still stands. <br />The operator has established a berm on the east end of the site to keep debris from going offsite and possibly <br />going into the Farmers Ditch. The collection and diversion ditches were functional, although a little debris is <br />still in the ditch that goes from the east entrance gate to the central diversion ditch. The sediment pond was dry. <br />Mine ID signs were up at each of the three entrances, which were all open. <br />Hiahwav Coal Stockpile <br />The coal was removed previously and the site was covered in dirt, although not for final reclamation. The mine <br />ID sign was up at the entrance. Surface disturbance markers were up around the disturbed area. The entrance <br />road was in good condition and was passable. <br />The sediment pond was dry. The west side culvert had straw bales around the inlet, as designed. The cut slopes <br />had a good vegetative cover and appeared to be stable. The flat area had a moderate vegetative cover. <br />West Mine <br />The backfilled and graded mine site area was stable and had a moderate to good vegetative cover. There were no <br />indications of erosional gullying or slope instability. The two sediment ponds were dry. Pond spillways were <br />functional and pond embankments were stable. <br />Run-of Mine (ROM) Stockpile <br />The graveled haul road was in very good condition. The mine ID sign was up at the entrance and surface <br />disturbance markers were up around the site. The top of the pile was dry and the pile sideslopes were stable. <br />Well Field <br />The road to the site was passable. The mine [D sign was up at the entrance and surface disturbance markers <br />were up around the disturbed area. The topsoil stockpile had some thistle growing on it and should be sprayed. <br />The topsoil stockpile sign was up. There were no problems with the pump house. <br />c:/word bowie 1 /insp0607 <br />
