III. COMMENTS `COMPLIANCE ^ ^ L /I~ „c ~ ~ ~~y <br />Below are comments on the inspection. The comments Include dlscusslon of observations <br />made during the inspection. Comments also describe any enforcement actions taken during <br />the Inspection and the facts or evidence supporting the enforcement action. <br />This was a partial inspection of the McClane Canyon Mine conducted by Jim Stark of <br />CDMG. This was also a bond compliance inspection. Walter Whitledge of LEI was <br />present on a portion of the inspection. The mine was actively producing and <br />shipping coal at the time of the inspection. The weather was warm and overcast <br />and the ground was dry. <br />Signs and Markers: The mine ID sign was in place and had all of the necessary <br />information. <br />Roads: The access/haul road to the coal stockpile/truck loadout bench was stable <br />and well maintained. The road from the coal stockpile/truck loadout bench was <br />also well maintained and stable. There were no erosional problems on either of these <br />roads. <br />Hydrologic Balance: -All of the collection and roadside ditches appeared to be <br />well maintained and functioning as designed. No erosional problems were noted in <br />any of the ditches. <br />- All of the culverts appeared to be clean and functioning properly. <br />-The sediment pond contained a small amount of water approximately four feet <br />below the primary discharge point. The pond embankment was stable and well <br />vegetated and did not show any erosional problems. <br />Air Resource Protection: Although the mine was actively mining, loading and hauling <br />coal, very little fugitive dust was leaving the haul road and coal stockpile area. <br />Bond Compliance: Bond compliance information to follow. All of the data was <br />collected with a Trimble GeoXT GPS. The data was then downloaded to a PC and <br />processed using Pathfinder Office Version 2.90. <br />
