(Page 2) <br />MINE ID # OR PROSPECTING ID # M-1986-048 <br />INSPECTION DATE 04/09/03 <br />INSPECTOR'S INITIALS GRS <br />This was an inspection of the Nicholson Gravel Pit conducted by Gregg Squire of the Division <br />of Minerals and Geology. Bernie Harbison of Washington County was present during the <br />inspection. Weather conditions on site were clear and windy. Ground conditions were dry. <br />The 110 Mining and Reclamation Permit was issued to Washington County on May 22, 1986 to mine <br />approximately 9.9 acres. No mining was taking place during the inspection. Bernie Harbison <br />stated that Washington County had not used the pit for an extended period of time, but that <br />he believed that the landowner (Mr. Nicholson) was allowing another operator to mine in the <br />pit. It appeared that the other operator has cut the highwalls vertically almost to the <br />permit boundaries. The highwalls were estimated to be from 30 to 40 feet high, and because <br />of the proximity of the permit boundary, it will not be possible to regrade the pit to the <br />approved slopes by pushing down from above the highwalls without causing a disturbance <br />outside of the permit boundaries. The highwalls could be resloped by pushing up material <br />from inside the pit, but there may not be enough material available to do this. Another <br />option would be to import the material needed to backfill the pit walls. Either the "push <br />up" or import options would be very expensive. The Division suggests that the Permit holder <br />consider expanding the pit to a maximum disturbance area large enough to allow the pushing <br />down of material from above the highwalls. This would require that a Conversion Application <br />be submitted by Washington County and approved by the Division to convert the current 110 c <br />permit to a 112 c permit. A copy of the appropriate application form is enclosed. <br />Since the operator who was last mining in this pit did not follow the general mine plan and <br />has made it very difficult to reclaim the pit while staying within the current pit <br />boundaries, the Division is requesting that Washington County submit to the Division a plan <br />which will allow them to accomplish an acceptable reclamation of the pit, and a time frame <br />for achieving the reclamation. Please see page 3 of this report. <br />When this site was inspected on March 16, 1999, a problem was noted because there was no <br />Mine ID sign posted at the entrance to the mine, At the time of this inspection a mine <br />identification sign was posted at the entrance to the site.
