III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made during <br />the inspection. Comments also describe any enforcement actions taken during the inspection and the <br />facts or evidence supporting the enforcement action. <br />This was a complete inspection of the Cazbon Junction Mine conducted by Tom Kaldenbach of CDMG. <br />No one represented the operator during the field portion ofthe inspection. Matt Gavin of GoffEngineering <br />and Surveying was present during the records check at the Goff Engineering office. The mine site was <br />cleaz of snow. There was no activity on the site, including the Ewing pit sand and gravel operation that <br />was reclaimed in summer 2005. Straw mulch has been placed on the reclaimed multi-use area of the sand <br />and gravel operation. Public access to the site is prevented by a locked gate. The coal mine site appeazed <br />as it did on the last complete inspection conducted in December 2005. <br />Availability of Records <br />All required records were available (see attached list). <br />Signs and Markers <br />The mine i.d. sign is properly displayed at the entrance. <br />Roads <br />The North pit haul road is surfaced with cobbles. The road is rough, but passable. Gravel berms (water <br />bars) that extend across this road discourage public access. <br />Hydrologic Balance <br />Pond 1 (large pond) -The pond was dry, as usual. The flume, embankment, and inslopes were in good <br />shape. <br />Pond 2 (small pond) -This pond was dry, as usual. The flume, embankment, and inslopes were in good <br />shape. <br />Backfill and Grading <br />No backfilling has been done in the North pit since 2003. <br />To soil <br />Topsoil stockpiles 2, 4, 7, and 8 remain for reclamation of the coal mine site. Stockpile 2 will be <br />hauled to the North Pit where it will be used as fill and for revegetation. (Part of the permanently <br />reclaimed spoil area will also be used as fill in the North Pit.) All four topsoil stockpiles are <br />adequately protected by vegetation. <br />
