<br />Page 2 <br />Lower Refuse Area Subsoil Pile - Near MB-6 <br />No subsoil was placed in or removed from this pile <br />during the 4th quarter. The pile was seeded during the <br />4th quarter. No mulch was placed due to weather <br />conditions. No slope stability problems, erosional <br />problems, or other problems were observed. <br />Lower Refuse Pile <br />Refuse was placed in the Phase II area of the pile <br />during the 4th Quarter. The material was placed in <br />lifts of 2 feet or less and compacted to 908 maximum dry <br />density. Permanent outslopes are 2.5 H to 1 V in the <br />Phase II area. These outslopes are in compliance with <br />the plan. No erosional problems, slope stability <br />problems, or other problems were observed. Refuse <br />generated from the mine is much reduced due to decreased <br />production resulting from loss of a major contract. The <br />refuse pile will grow at a much slower rate than <br />estimated in the plan until coal sales can be increased. <br />Portions of the north slope of the pile which were <br />subsoiled and had not been previously seeded were seeded <br />in the 4th quarter. No mulch was used due to weather <br />conditions. This amounts to approximately one fifth of <br />the existing slope area. <br />A total of two surveys of the monitoring monuments have <br />been completed. <br />Quarterly Pond Inspection Reports <br />Attached <br />Registered Professional Engineer. <br />Certification <br />The quarterly inspections for the 4th quarter 1986 were <br />done under the direction of Richard D.
