A site inspection was made of the Howe Pit to evaluate the progress of on-site corrective <br />actions ordered by the Board under the terms of Notice of Violation MV-2001-041. Duane <br />Bollig of Mobile Premix Concrete, Inc. was present during the inspection. <br />2. MV-2001-041 was issued by the Board on October 17, 2001 and includes a number of <br />corrective actions with each to be completed by a specific date. On March 20, 2002 the <br />Board conducted a hearing to revise several corrective actions ordered by the Board on <br />October 17, 2002. <br />3. As noted in the Division's previous inspection report, field contruction of the Revised <br />Drainage Control System began on March 11, 2002. Mr. Bollig explained that all components <br />and/or strucutes of the revised Drainage Control System, as noted during the May 6, 2002 <br />field inspection, were installed on or before April 24, 2002. April 24, 2002 is one of <br />the actions dates specified in the revised Board Order pertaining to MV-2001-041. This <br />inspector notes that the operator has been diligent in complying with the terms of the <br />Board Orders noted above and is doing an exemplary job in resolving the drainage control <br />concerns at the Howe Pit. <br />4. The following components and/or structures of the Revised Drainage Control system were <br />noted on May 6, 2002: <br />A) A 6' drop structure w/ grouted riprap has been installed in the Bull Seep Slough channel <br />approximately BO-100 yards upstream of the confluence of the Bull Seep Slough and the <br />South Platte River. There was visible water upstream of the drop structure. Mr. Bollig <br />explained that most of the water noted in the seep/slough was discharge from on-site <br />dewatering operations. Mr. Bollig also explained that the water table in the slough area <br />upstream of the drop structure appears to have been reestablished, to an elevation at or <br />higher than the elevation at the time of May 5, 2001 storm event. (This structure is <br />outside the Howe Pit permit area and not within the jurisdiction of the Division). <br />B) The 80-100 yard reach of the Bull Seep Slough from the 6' drop structure to the confluence <br />with the South Platte River has been regraded with side slopes being at a grade of 3:1 or <br />gentler. (This reach is outside the Howe Pit permit area and not within the jurisdication <br />of the Division). <br />C) A 1-2' drop structure has been installed near the confluence of the relocated Bull Seep <br />and the Bull Seep Slough. The flows passing through the drop structure and downstream to <br />the slough appeared to be conveyed safely with minimal potential for future erosion. <br />D) An earthen "plug" has been installed on the east side of the May 5, 2001 breach area <br />thereby establishing a 100' buffer between the South Platte River and the Bu11 Seep <br />Slough. <br />E) The former relocated Bull Seep (pre-2002 reach) has been backfilled. <br />F) Cut banks of the Bull Seep Slough within the Howe Pit permit area have been stabilized <br />via riprap, backfill, and finish grading to slopes of 1:1 or gentler. <br />5. Mr. Bollig explained that revegetation of backfilled areas is scheduled for the fall <br />of 2002. <br />
