III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the inspection <br />and the facts or evidence supporting the enforcement action. <br />This was a partial inspection of the Seneca II-W Mine conducted by Erica Crosby of DMG. No <br />company representative was present during the inspection. The Seneca II-W Mine status is active, <br />and mining is currently taking place in the A Pit. The inspection involved viewing seven aerial <br />photographs taken by Harry Ranney of DMG on May 9, 1997. <br />Roads The haul road leading to the base of the B- Pit NOV area appeared muddy and impassable. <br />Sage Creek has partially eroded the road used by the operator to access Pond 009. A major slide <br />has occurred west of Sage Creek and all of the sediment has been washed away. Head cutting has <br />also occurred at the road culvert outlet. The road appears functional at this point in time, but repairs <br />will be necessary for future use. <br />Hvdroloaic Balance A gully has formed through the B-Pit NOV area drainage channel. The A-Pit <br />reclaimed slopes show no major signs of erosion. <br />Backfilling & Grading The B-Pit NOV area does not appear complete per TR-25. Muddy tracks <br />were noted in the area, which may be preventing the necessary grading work to continue. The area <br />needs to be reclaimed by June 7, 1997, as specified in NOV C-95-023. A slide is noted in three of the <br />aerial photos west of the NOV Area in the B-Pit. The slide is adjacent to the power line access road <br />and appears to be in the reclaimed area. Two other aerial photographs show a slide on the high wall <br />side of the D-Pit. Both of these slides need to be repaired as soon as weather conditions allow. <br />
