III. COMMENTS -COMPLIANCE <br />Below are Comments on the inspection. The comments include dISCUSSIOn of observation; <br />made during the inspection. Comments also describe any enforcement actions taken during <br />the inspection and the facts or evidence supporting the enforcement action. <br />This was a partial inspection ccnducted by Tom Kaldenbach of CDMG. Billy Nirhoson <br />represented the operator. <br />The weather was clear and warm, and the ground was dry. Draglines were operating in D <br />pit. F pit. and A E pit <br />SIGNS AND MARKERS <br />Permit boundary marker; were in place along the southeast corner of the permit area. A <br />mine i.d. sign was properly displayed on d light duty road leading into the permit area <br />near the mine's southeast corner. <br />HYDROLOGIC BALANCE <br />No Name #2 pond was discharging an estimated 100 gpm of clear water through its drop <br />inlet. <br />Spring 99-1 is marked by a small wet area on the ground. Cattails are beginning to grow <br />at this location. <br />RECLAMATION SUCCESS <br />I spent most of this inspection verifying that exploration drillholes had been properly <br />reclaimed. This verifir_ation effort was made in response to an exploration bond release <br />request that Trapper verbally filed with CDMG on on June 24. 1999 during CDMG's <br />inspection. The request was for holes drilled under the Coal Exploration Permit CX 85- <br />189-01. These holes were drilled in 1985. They are located in the southeast corner of <br />the permit area. <br />Since filing the exploration bond release request. I have researched CDMG's files for any <br />information regarding these exploration holes: Trapper has also checked its files. A <br />letter dated May 19, 1986 from Trapper in CDMG's file for permit CX 85 189-02 explains <br />that reclamation under permits CX-85 189-01 was completed by May 1986.
