III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the inspection <br />and the facts or evidence supporting the enforcement action. <br />This was a complete inspection of the Seneca II Mine conducted on May 22, 2001 and May 23, <br />2001 by Mike Boulay of the DMG. Roy Kazo of Seneca Coal Company (SCC) was present <br />during the entire inspection. Weather conditions were partly cloudy and cool. Ground <br />conditions were dry throughout the majority of the site. Construction of the Postmining Drainage <br />Channel PM-6 was in progress at the time of the inspection. There was no other activity at the <br />site during the inspection. <br />Roads <br />Road surfaces throughout the mine site were dry and generally in good condition. Road ditches <br />and road drainage runouts were dry. Culvert 53A beneath the entrance to the New Boneyazd will <br />require cleaning and maintenance on the outlet side. <br />Hydrologic Balance <br />Ponds 002, 003, 004, and 008 were viewed and appeared to be functioning properly. All site <br />ponds were full at the time of the inspection and were discharging clear water. The Pecoco <br />impoundment was full and was discharging to Little Grassy Creek. The Truck Wash Ponds <br />were also viewed. The water level in the settling pond was very low and the holding pond was <br />retaining water but not discharging. <br />Stock Tanks throughout the mine site were retaining water. At Stock Tank T-29, the rock riprap <br />inlet is beginning to be scoured on one side. Please complete repairs at this location to reduce <br />erosion. <br />Placement of the fabric liner and riprap in PM-6 was inspected. Care should be taken when <br />constructing drainage channels at the site. Use of fabric liners under riprap can be problematic if <br />not installed properly. Fabric liner was noted to be folded under in some locations or not <br />properly keyed in along all edges. The Division recommends that the liner be keyed at channel <br />entrance and exit locations, and along all edges to avoid erosion below the fabric. <br />Postmining Drainage channel PM-4 was inspected. Construction of this channel has not been <br />completed. Rills 1-2 feet deep aze forming at the head of this channel in the revegetated slope <br />above the channel inlet. Please takes steps necessary to control and reduce the erosion in this <br />area. <br />It was noted that the silt fencing located at the new boneyazd needs to be repaired or replaced. <br />To ensure proper functioning and sediment control at this 5AE location, please maintain the silt <br />
