(Page 2) <br />MINE ID # OR PROSPECTING ID # M-t980-228 <br />INSPECTION DATE 2110106 INSPECTOR'S INITIALS RCO <br />OBSERVATIONS <br />This inspection was performed by the Diws~on as part of its monitoring of Construction Materials 112c permits, The operator <br />was contacted about scnedWing tr,e inspection. The operator's representative named on page one was present during the <br />inspection. <br />The concrete batch plant on the site was active at the time of the Inspection No mining has occurred in several years. The <br />level floor areas of the permit are approved for an industrial post-mining land use, and since those portions of the permit area <br />contain a concrete plant and its assoaated facilities, the floor areas pncluding the paved access road) are essentially <br />considered to be reclaimed. <br />The slopes surrounding the pit Floor have been graded and seeded, though revegetation is not fully attained ~n all areas. The <br />slopes are considered to still be in final reclamation. Some areas might need to be reseeded. Several small patches of <br />Canada thistle were observed in the northern end, apparently the same patches observed during prwr inspections. The <br />patches have not spread, and the operator stated that noxious weed control continues to be performed at the site. Control <br />must continue into the future, to the extent that the patches are reduced or ehminatetl, before the slope areas maybe released <br />from the permit. If the thistle infestatior. spreads this may become a problem at a future inspection. There is no problem now. <br />Winter clearing of the working area seems to have included the dumping of bucket loads of snow and gravel beyond the <br />perimeter berm. The permit boundary Ices well below the outer toe of the berm, and the dumped material has not affected <br />lands outside the permit area, but the potential is there. The operator must begin keeping all such materials inside the berm, <br />partly for containment of runoff (when this melts) and partly since it continues to damage outer slopes that are being reclaimed. <br />This is not a problem now, but practices should be changed for the future <br />The concrete hatching requires fuel and other hydrocarbons, plus various other liquids. Several types are stored onsite, <br />including on-highway and off-highway diesels, motor oil and hydraulic oil, hydrochloric acid, "d-Limonene,"and Some unlabeled <br />containers of fluids. For the most part, the vessels containing these fluids are inadequately stored lacking lids, lacking <br />impermeable secondary containment, lacking labels, stored in breached containers, and stained sods Indicating sptllage. Each <br />of the individual conditions listed, and their aggregate conditions constitute a problem at the site, as noted on page one. under <br />the topic s of "hydrologic balance" and'acid or toxic materials.' The operator must correct the various problem areas identified <br />at the site, by removing and disposing of contaminated soils, or properly neutralizing or decontaminating them; placing au flwds <br />to be stored at the sre within impermeable secondary containment of 1 ? 0% capacdy; transferring Flwds which are to remain <br />onsite to labeled, sound and sealable vessels, limiting the number of discarded or emptied vessels stored at the site. If <br />necessary for better containment or control, specific areas could be designated for use of limonene or acids, for fueling or <br />allows the operator time after the ground starts thawing, and is noted on the last page. <br />required to perform the correction AND noi~fy this office, by the date shown. <br />No further items were observed during the inspection.
