A site inspection of the Strang Gravel Pit was made as part of the Division's on-going 4year inspection program. The <br />site is located 3 miles south of Port Collins. Present during the inspection was Dale Miller, Director of the Road & Bridge <br />Department for Larimer County. Digital photos were taken during the inspection and are attached to this report. <br />2. The Horton Gravel Pit is permitted for a total of 108 acres. The post-mining land use is designated as recreation. The <br />reclamation plan specifies creation of nine (9) groundwater fed Takes to be included in an open space plan for recreation <br />areas, bicycle-pedestrian-and horse trails along the Cache la Poudre River. There is no financial warranty required as the <br />operator is a unit of county government per Rule 4.1.2(2). <br />3. The Horton Gravel Pit is an active pit with excavation and processing occurring in the northwestern portion of the <br />permit area at the time of inspection. Mining has been completed in the southern half of the permit area arid four (4) <br />cells have been backfilled and re-graded to finish contours. Several cells have been filled with water and several have <br />isolated pockets of shallow water in the floor of the reclaimed cell. These cells contain a variety of established wetland <br />habitats and are beneficial to wildlife. The operator may consider submittal of a technical revision to the permit to allow <br />for creation of wetland areas as well as groundwater fed ponds to facilitate reclamation for recreational use. The operator <br />has established safety berms around several or more of the reclaimed cells. The operator may consider submittal of a <br />technical revision to leave these berms intact during final reclamation, provided they can provide adequate access to the <br />various ponds or wetlands. The berms have been constructed at a configuration that ranges from 1:1 to 2:1 and are <br />adequately stable, via a good vegetative mver. Several areas of erosion were noted along re-graded pond outslopes. <br />These areas were pointed out to the operator, and will need to be stabilized prior to release of reclamation responsibility. <br />4. Mr. Miller specified that Larimer County has adequate water rights to fill the reclaimed cells. <br />5.
