Mun eg r Canyon Mine, pg. 2 <br />These damaged areas should be scarified and seeded during the reclamation work here; and the <br />ephemeral washes crossed should be reconstructed to the extent practicable. <br />We walked the reclaimed drill pad road that overall is stable and becoming well vegetated. There <br />is a lot of Whitetop in the undisturbed areas here, and of course some Whitetop is becoming <br />established on the reclaimed road way. Some of the Whitetop has been sprayed, but further <br />spraying is not necessary as other desirable plants can be affected. The drill pad itself is very <br />well vegetated and stable and no problems were noted there. <br />We continued to the partially backfilled portal bench, where the excavator was working to <br />reestablish the cow trail up through the reclaimed area. We discussed the principal drainageway <br />reestablishment, rooting media and topsoil salvage, coal refuse removal, 2:1 slope <br />reestablishment, and preferred seeding times and methods with Mr. Harr. Some of the coal refuse <br />material backfilled here will be excavated and trucked to the refuse disposal azea. <br />A cut has been staked on top of the slope above the portal backfill. We inspected this azea on <br />May 23, and then again on May 24 accompanied by Mr. Stover and Mr. Fowler. This cut <br />material will be used to create the 2:1 slopes approved in the reclamation plan. Topsoil will also <br />be segregated here, and woody material spread across the final reclamation slopes. The surface <br />will be gouged and roughened. The approved reclamation plan requires that the BLM provide <br />verbal and written approval to proceed with this reclamation plan as BLM is the surface <br />landowner. Mr. Fowler emphasized the need to minimize disturbance to undisturbed azeas during <br />the reclamation work here. Mr. Fowler did not express any reasons why the reclamation project <br />should not proceed, and indicated he would try to get the written BLM approval out of his office <br />as soon as possible. <br />The haul road is in good condition, and the sediment pond is completely dry. There are some <br />patches of Whitetop on the south end of the sediment pond and also in the coverpile diversion <br />that should be sprayed. There is also Whitetop on the north side of the topsoil stockpile that <br />should be chopped and bagged before the topsoil is spread. The refuse pile is level and <br />compacted, and there were no surface water runoff problems noted. Access to the mine is gated <br />and locked. This concluded the field inspection. <br />Mr. Mathews conducted a Thorough records review on May 24, and required records were <br />available through the first quarter of 2007.
