• (Page 21 • <br />MINE ID !l OR PROSPECTING ID rY M-95-075 <br />INSPECTION DATE 10/12/99 INSPECTOR'S INITIALS RCO <br />OBSERVATIONS <br />This inspection was performed by the Division as a follow up monitoring inspection, to verify the timely completion of a <br />required corrective action. A citizen complaint was received by this office on 5/26/99 regarding exposed groundwater in <br />the pit, and the site was inspected on 6/10/99. Exposed groundwater was found and considered a problem, and the <br />operator was to correct the problem by 10/10/99. No correspondence was received from the operator in regard to the <br />problem correction, and this inspection was therefore scheduled to assess the current condition. The operator was <br />contacted about this partial inspection and was present throughout it. <br />The permit ID sign was posted at the entrance to the site, and the permit boundary was adequately marked by fencelines <br />on all four sides. No activity has occurred outside of these boundaries. <br />The permit conditions do not allow exposed groundwater. When observed by this office and considered a problem, the <br />operator was given a choice of possible solutions. The solution to the exposed groundwater chosen by the operator was <br />to backfill the portion of the pit floor where the impounded water was located, to a sufficient depth to cover the water. <br />The operator reported that about 18 inches of depth of fill was placed here, all of it dozed down from the south wall of <br />the pit. The former road alignment along the south shoulder of the pit has been relocated about 20 feet farther to the south <br />due to the dozing dawn of this material. The pit slope is presently 3:1 or gentler, and stable. IThe operator should ensure <br />that the problem condition does not recur in coming years, unless a revision to this permit is approved which would allow <br />said condition.) <br />The outstanding problem of exposed groundwater is considered timely and adequately abated. <br />Another problem noted during the 6/10/99 inspection was the presence of knapweed. The operator was required to correct <br />this by the timely submittal of a weed control plan, and a commitment to perform timely future weed control treatments. <br />The operator submitted a written statement saying that the County would treat the area as part of its normal weed <br />spraying program. This problem was discussed during this current inspection. The operator stated that the infestations <br />were sprayed already this fall, and that the site would be monitored and treated as needed in future years. <br />The outstanding problem of noxious weeds on the site is now fully abated. <br />There were no other items noted, and no problems at this site.
