III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the inspection <br />and the facts or evidence supporting the enforcement action. <br />This was a partial inspection of the Seneca II-W Mine conducted on June 24, 1998 by Mike <br />Boulay, David Berry, and Larry Routten of the DMG. Mike Altavilla of Seneca Coal Company <br />was present during the inspection. Weather conditions were warm and sunny. Ground <br />conditions were dry throughout the majority of the site. <br />Hydrologic Balance <br />The slide that has occurred on the east side of Pond 006 was inspected. Additional <br />improvements and repairs are required at this location as per the approved designs. In addition <br />the spillways on both the primary and emergency risers need to be raised in accordance with the <br />approved designs. <br />The embankment of stock pond T-22 needs to be repaired and sediment needs to be removed <br />from the pond. During the inspection, it was noted that this work is underway and has been <br />partially completed. <br />Check dams in ditches along Haul Road G have been repaired and accumulated sediment has <br />been removed from the upgradient side of the dams. It was noted that the check dams have been <br />built up neazly to the top of the ditch. Please note that it is recommended that the dams be <br />notched to a level below the top of the ditch. This allows for passage of water and should avoid <br />overtopping the dam and/or routing of water and sediment azound the dam in the event of <br />significant runoff. <br />Backfill and Grading <br />It appears that there may be excess spoil in the down slope area of the A-Pit. This could result in <br />a deficit in the upper portion of the pit. Please check the current progress in the pit against the <br />Post Reclamation Plan to ensure that a significant deficit of spoil does not occur in the upper <br />portion of the pit. <br />Please repair the settling crack in the C-Pit highwall prior to topsoil distribution in this area. <br />Toosoil <br />During the inspection, it was noted that rills and gullies in the upper portion of the A-Pit need to <br />be repaired. These were also noted in the previous inspection report dated 5/18/98. As the rills <br />
