III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made during the <br />inspection. Comments also describe any enforcement actions taken during the inspection and the facts or <br />evidence supporting the enforcement action. <br />This was an aerial inspection of the Yoast Mine conducted by Harry Ranney of the DMG. Aerial <br />photographs were taken on December 14, 2004. Weather conditions were cleaz and sunny at the <br />time of the flight. The aerial photographs were reviewed by Mike Boulay of the DMG. The site <br />was mostly snow covered, and some portions of the site appeazed saturated from recent "snow <br />melt. <br />Roads <br />Coal was not being hauled from the mine at the time of the flight. The dragline was visible in the <br />Yoast South Area, south of Pond 013. The dragline was not operating and appeazed to be down <br />for repairs. The only apparent activity at the site was along Haul Road B between Pond 010 and <br />the Explosive Storage Area, where a crane and the Highwall Miner were located. It appeazs from <br />the photos that the Highwall Miner is being prepazed for demobilization or relocation elsewhere. <br />Haul Roads A and B were visible in the photos. These haul roads were free of snow cover and <br />appeared to be well maintained. <br />Hydrologic Balance <br />Sedimentation Ponds 010, 012, 013, and 014 were visible in the photographs. The surface of the <br />ponds were neazly completely snow covered. Pond inlets and embankments were also snow <br />covered. No problems were noted at any of these sediment pond locations. <br /> <br />
