!"~ <br />.,. ~ ( Page 2 ) <br />MINE I'D # OR PROSPECTING ID # M-94-117 <br />INSPECTION DATE 10/10/O1 INSPECTOR'S INITIALS ESC <br />This Baas an inspection of the Gold Hill Mill conducted by Erica Crosby of the Division of <br />Mine r~sls and Geology. Mark Steen and Max Yager representing ITEC Environmental Colorado, <br />Inc. ("ITEC"} were present during the inspection. Weather conditions on site were cool <br />and d:ry. <br />Mark Steen became the permi.ttee contact person for ITEC starting in May of 2001. Mr. <br />Steen is also the landowner of the property associated with the Gold Hill Mill, Cash/Who <br />Do Mine and portions of adjacent lands. <br />No mining or milling was taking place during the inspection. The mill building is <br />currently not in use. The facility is clean and equipment is neatly stored. The tailings <br />pond area is secured by a locked gate. Just prior to the inspection two dogs chased a <br />deer into the tailings pond area. The deer ended up in the pond area, but the liner was <br />not damaged. The operator stated that water would be added to the pond to protect the <br />liner from weather degradation. Water will only be added to the level where the adequate <br />freeboard can be maintained. The clean water diversion ditch above the tailings pond was <br />inspected and was noted to be in good repair. <br />The operator applied for a Temporary Cessation Application ("TC") on September 8, 1999. <br />The iivision requested additional information regarding the application in two letters <br />dated September 30, 1999 and December 30, 1999. The operator requested an indefinite <br />extension of the decision due date to resolve corporate issues. At this time, the <br />Div i:~ion is requesting the operator to address the status of the TC application. Attached <br />to this report is the rule regarding indication of temporary cessation. Upon further <br />revi~=_w of these regulations, it does appear that the Gold Hill Mill and Cash Who Do Mine <br />do fall under the status of temporary cessation. The operator should be aware that if the <br />mine goes into production, even for a short period, then the temporary cessation clock <br />would start over at year 1. Therefore, the operator will need to address the issues <br />identified in the two 1999 letters sent by the Division to ITEC by October 31, 2001. <br />In the TC application, a reduced water-monitoring plan is proposed. Specifically, the <br />water-monitoring plan would be revised to monitor one down-gradient well, Well #1. The <br />well would be sampled once a year, in June or July, and the samples analyzed for the usual <br />field and physical parameters including pH and conductivity. Analytical parameters to be <br />monitored are TDS, Zn, As, Mn and SOy. The operator will need to submit the 2001 <br />analysis from well #1 as soon as possible.
