111. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion.of observations made <br />daring the inspection. Due to annual leave, the digital images were not reviewed until June 1, 2004. <br />Facilities <br />The operator has begun construction of gob pile no. 2. Silt fence is in place below the disturbed azea. <br />Construction of the sediment pond is in progress. Long sections of culvert pipe aze being placed into ~_ <br />position for the enclosing of the Deer Trail Ditch section in the construction azea. <br />Work also continues on the wash plant. A new water tank, to support the wash plant, has been <br />constructed above the wash plant, on the other side of the haul road. Construction of the stacker tube <br />on the downhill coal stockpile bench has been finished. The operator is still working on the wash plant <br />reclaim conveyor. <br />Additional construction is going on at the B-seam portal bench. The operator has submitted a revision <br />to construct a conveyor to move B-seam coal up to the D-seam portal bench, for loading onto the <br />downhill conveyor. <br />Much of the coal stockpile on the D-seam portal bench has been removed. There was a somewhat lazge <br />stockpile of coal on the bench. There was no evidence of fugitive dust offsite. <br />Above the water tank bench, the operator has finished constructing the rock catchment berm. No <br />problems at any of the facilities were observed. There were no signs of slope instability with any of the <br />cut and fill slopes and benches. <br />Topsoil <br />Topsoil from the construction of the B-seam portal bench was placed on the north half of the main <br />topsoil stockpile. There has not been enough time for vegetation to establish itself. However, the <br />vegetative cover on tl~e south side of the main topsoil stockpile is very good. <br />Hvdroloev <br />The operator is cleaning out the sediment on the west side of Pond B. There was very little water on <br />the east side of the pond. There was a moderate amount of standing water in Pond C and Pond D. <br />Roads <br />The paved haul road and the graveled haul road to the gob pile were in very good condition. <br />c:/word/bowie2/insp0504 <br />
