III. COMMENTS -COMPLIANCE <br />Below are comments on [he inspection. The comments include discussion of observations made during the <br />inspection. Comments also describe any enforcement actions taken during the inspection and the facts or <br />evidence supporting the enforcement action. <br />This was an aerial inspection of the Marr Strip Mine conducted by Harry Ranney of the DMG. <br />Aerial photographs were taken on Apri127, 2003. The aerial photos were reviewed by Mike <br />Boulay of the DMG. Weather conditions were cloudy and windy at the time of the flight. The <br />mine site was partially snow covered. Ground conditions at the site appeared to be very wet from <br />recent snowmelt and runoff. From the photographs the facilities and perimeter areas of the site <br />appeaz to be well maintained, and no problems or areas of concern were noted with this aerial <br />inspection. <br />Roads <br />The permanent light use road accessing the shop/warehouse azea appeared to be wet and muddy, <br />but mostly free of snow cover. From the photos, the light use road appeazed to be accessible up <br />to the shop/wazehouse. There was no activity within or azound the mine site noted at the time of <br />the flight. <br />Hvdroloeic Balance <br />Site Sedimentation Ponds A, B, C, D, F, and G were visible in the aerial photographs. All of <br />these ponds were holding water at full capacity. From the photos it is apparent that several of the <br />ponds were dischazging at the time of the flight. A substantial amount of dischazge from Pond D <br />is visible in the photos. Pond embanlanents appear to be stable and no problems were noted at <br />any of the pond locations. <br />
