A site inspection was made of the Speer Mining Resource permitted and operated by Asphalt <br />Specialties Company. The site inspection was in response to a citizen complaint received <br />by Ms. Aneda Marquee on February 6, 2002. Present during the inspection was Mr. Rob Laird <br />of Asphalt Specialties Company, Inc. <br />2. The nature of complaint from Ms. Marquez involves her groundwater well going dry at her <br />property located immediately south of the Speer Mining Resource mining operation. Asphalt <br />Specialties Company is dewatering and dry mining at the Speer Mining Resource. A copy of <br />the complaint letter was presented to Mr. Laird at the time of inspection. <br />3. This inspector verifies that the operator is dewatering and dry mining in accordance with <br />their approved mine plan and also in accordance with all permitting requirements of the <br />Office of the State Engineer. <br />4. This inspector could not verify that the well in question referred to by Ms. Marquez is <br />a registered well, which may qualify for protection under state statutes. However, this <br />matter is being referred to the Office of the State Engineer for further review.
