Comments also describe any enforcement actions taken during the inspection and the facts or <br />evidence supporting the enforcement action. <br />This was a complete inspection conducted by .ioe Dudash of the DMG. No one represented the <br />operator during the field inspection and records check. There was no snow at this site. <br />Roads <br />The Hubbard Creek Canyon road was deeply rutted in one section but was dry and passable. The <br />entrance road to the site and the road to pond 5 were also dry and in good condition. <br />Signs and Markers <br />The mine lD sign and the sign that notifies the public that the mine permit is at the Division otTice in <br />Denver were on the locked front gate. Surface disturbance markers were present. <br />Reclamation <br />The reclaimed slopes were stable and well vegetated. The backfilied highwalt also was stable. There <br />were no signs of erosional gullying on the backfilled slopes. There was a steady trickle of water <br />coming out of the north underdrain but the other underdrains were dry. The two benches had positive <br />drainage. The reclaimed upper road vvas stable. <br />Hvdroioav <br />The sediment control system was in place and was operational. The black flexible culvert that brings <br />the upper bench runoff down the north side of the site was in place. The main collection ditch leading <br />into pond 5 was well vegetated. The water level in pond 5 was about one foot below the primary <br />discharge. The pond spillways were functional. <br />The upland diversion ditch at the reclaimed coal stockpile area was well vegetated and had sufficient <br />capacity. The road culvert leading to pond 4 was clear. Pond 4 was dry. Spillways were operational <br />and the embankment was stable. <br />Records <br />The mine records are in the Delta County courthouse.
