III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the <br />inspection and the facts or evidence supporting the enforcement action. <br />This was a partial inspection of the Chimney Rock Coal Mine for the month of January, 1996. <br />The site was dry with no snow on the ground. <br />The approximate .5 acre area on the southeast facing slope, above the Stolsteimer Creek repair <br />that was recently reseeded and mulched appears to be stable. the mulch is holding well on the <br />slope. <br />All ditches appear to be in working condition and all slopes and contour furrows appear to be <br />stable at the time of the inspection. However, there are a lot of gopher holes on the slopes and <br />they will have to be watched closely for blowouts when any significant precipitation events <br />occur. <br />The silt fences along the northwestern permit boundary will need to be replaced and cleaned out <br />before the spring rains occur. <br />
