<br />III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the <br />inspection and the facts or evidence supporting the enforcement action. <br />This was an complete inspection of the Trinidad Basin Mine for the month of August, 1996. <br />The permit was revoked and the bond was forfeit at this site. <br />All ponds on site had water in them from a recent thunderstorm, however, no ponds were <br />discharging at the time of the inspection. <br />The ditch leading into pond 15- P1 has silted in and is now ineffective. Another rainstorm will <br />cause the ditch to breech and runoff will run down the road. <br />Runoff that is diverted accross a low water crossing above pond 22-P10 has eroded the <br />riprapped crossing at the down hill side. This crossing will not withstand many more events <br />before the road becomes impassable. <br />The road ditch at the base of pond 15-P1 has silted in and runoff is cutting across the road at <br />the location of the bridge. <br />The section of ditch between the newly installed riprap and concrete spillway is down cutting <br />and should have some form of erosion protection installed. <br />Musk thistle at the trailer house is becoming a problem and this area should be sprayed next <br />spring and the following year to prevent reoccurance. <br />The site will never be totally stable but with continued maintenance it should be acceptable. <br />
