Anthony Kimmick of Monarch Stone Company <br />was contacted to schedule the inspection but declined to attend. The site is located in Park County, less than <br />a mile west of Fairplay, along the south side of and overlooking the Middle Fork of the South Platte River. Access <br />to the site is gained via Platte Drive from Hwy 285. The entrance to the site is marked with an adequate sign, <br />and the permit boundaries appear to be marked by metal T-posts or wooden posts, although the attached <br />signs have weathered away. The site worked alluvial gravels as wells as possibly historic dredge tailings. There <br />was no evidence of recent activity at the site, and Mr. Kimmick informed the inspector that Monarch Stone <br />Company is planning no further mining or reclamation activity at the site. <br />The site was last inspected by DRMS on 03 May 2004. That inspection was conducted by the Division at the <br />request of the operator for full release of reclamation responsibility. The Division's conclusion from the inspection <br />was that the site was not ready for full release due to the following: 1) a fuel tank was still within the permit area, <br />and 2) the operator had not attempted to establish the revegetation required by Stipulation #02 in the <br />reclamation plan. The Division specified that in order for the site to be eligible for release, the operator must <br />remove the fuel tank, level the secondary containment facility, and plant 50 shrubs per acre. <br />There appears to have been no change in the condition or status of the site since the 2004 inspection. The <br />operator still has not complied with Stipulation #02 of the Permit, and has not removed the fuel tank and <br />leveled the secondary containment area as specified. Division awaits either confirmation that the required <br />reclamation has been performed, or a Technical Revision to the approved Reclamation Plan.
