III. Comments -Compliance
Below are comments on the inspection. The comments include discussion of
observations made during the inspection. Comments also describe any
enforcement actions taken during the inspection and the facts or evidence
supporting the enforcement action.
On July 22, 1992, the Division, represented by Handy Price, conducted a routine
partial inspection of the Mountain Coal Co., west Elk Kline. Kathy Welt, Supervisor
Environmental Coordinator, was present at Lhe inspection. The weather at the time
of the inspection was clear and warm. The valley has received a good amount of
precipitation this past spring and summer.
The mine has nearly completed installing the longwall; this should be tip and
running next week. Operations at the sacker tubes and storage area started last
week.
The mine continues the construction of the office building. 'l'ire mine estimates
that this will be completed in August.
NPDES monitoring records were checked. These records are keptin a 3 ring and
go back to 1982. These records were well organi2ed and complete.
The inspector did not note any concerns.
