Observations at the Turnpike Pit <br /> A. Stage 1 and 2 - Pit Areas <br /> 1. Excavation is complete on both stages. <br /> 2. Pit areas are .being backfilled with inert materials. The rate <br /> in which backfilling is occurring is slow and directly related to the <br /> availability of materials. To date, backfilling has only begun in <br /> Stage 2. Waste asphalt is being used as backfill material in Stage <br /> 2, along with dirt fill. <br /> 3. Grading on portions of the pit walls may exceed the 3:1 slope <br /> specified in the permit. However, revegetation has occurred with limited <br /> success on the steeper slopes, and they appear stable. Mr. Hart <br /> indicated that the steeper slopes have not undergone final grading. <br /> 4. Residual runoff is collecting in localized depressions of limited <br /> extent within the pit areas. The poor permeability may be due to the <br /> close proximity of the pit floor to the shale bedrock. Concerns were <br /> expressed that the ponded water could stagnate and result in mosquito <br /> propagation. <br />
