~, .. r . i •
r
INSPECTION REPORT - PAGE 2
FILE N0. 82-112
DATE: 8-13-85
OBSERVATIONS OF IMPORTANCE:
1. Access to site is as described in permit (i.e. new developed road
heading east from County Road 21 to site).
2. Topsoil pile is located along southern edge of permit site. Pile is
nicely sloped but has not been seeded to permit specified Western
wheatgrass. Pile is inundated with invaded annual species.
3. Area B (as depicted in applicant's map received 2/23/83) consists of a
number of concrete slabs imbedded into the ground, some material
stockpile, some shallow-excavation areas, and some areas stripped of
topsoil.
4. Area A consists of numerous 1-5 acre disturbed areas with excavations
ranging in depth from 2'-10'. It is unclear if any topsoil was salvaged
From these areas. In some instances, material was pushed up next to
these excavation areas but this material appears to be overburden or
material not topsoil.
5. No activity at site for quite some time considering infestation of
sunflower and yellow sweetclover in areas of disturbance.
6. Slides 14-16: Looking north from topsoil stockpile rotating
east. to west
17-18: Looking north from Area B into Area A rotating
east. to west
19: Looking west at one of the excavation areas
20r+~Lookino south at excavation area
~1.: Looking north at excavation area
a~-
RECOMMENDATIONS:
1. Operator must immediately submit a map clearly depicting all
disturbances at this site. The 1985 annual report references a 1984
annual report map taut, in fact, no 1984 report was submitted, only fees.
2. Operator must immediately apply for temporary cessation (see enclosed
rule) or commence final reclamation at this site. Operator needs to
specify when in 19E13 or 1984 that operations ceased at this site.
3. If the operator applies for temporary cessation, some temporary
revegetation (seeding) must be done to reduce weed infestation and
reduce wind erosion.
4. Operator needs to explain the haphazard excavation at this site and wliy
the approved mining plan (and corresponding mining direction) was not
followed.
2662F/cj
