<br />III. Comments -Compliance <br />Below are comments on the inspection. The comments include discussion of <br />observations made during the inspection. Comments also describe any <br />enforcement actions taken during the inspection and the facts or evidence <br />supporting the enforcement action. <br />On December 3, 1991 a partial inspection was conducted at the Red Canyon Mine. <br />At the time of the inspection the weather was clear and cold. The ground was <br />covered with about 4 to 6 inches of snow that had fallen within the past 5 days. <br />A mine representative was not present during the inspection. This inspector was <br />accompanied by Steve Shuey of MLRD. <br />The inspection started at the locked gate. The access road and the ditches and <br />culverts along it were filled with snow. The sediment pond was dry and the <br />bottom was covered with snow. <br />In comparison with my last inspection in mid summer of this year, the shrubs <br />seem to }gave done very well during the past growing season. Cedar Ridge <br />received 67% of their average annual growing season precipitation and Grand <br />Mesa received 124% of their growing season precipitation. The Red Canyon Mine <br />is about 5 miles northwest of Ceder Ridge and LO miles south of Grand Mesa. <br />Snow cover prevented detailed observations. This mine appeared to be in <br />compliance with the regulations and with the terms of the permit. <br />
