Mrs. Kathy <br />Weber and son, Mr. Mark Weber, accompanied the DMG inspectors throughout this inspection. Weber Sand and Gravel has <br />submitted a 112 application to continue the disturbance originally created by special permit M-94-070, a 111 permit issued to A <br />& S Construction. This preoperational inspection is part of the permit application review process conducted by DMG. Upon <br />approval of the 112 application by DMG and pMG receipt of financial and performance warranty for the 112 permit, the 111 permit <br />may by terminated. <br />The disturbance created by the 111 operation remains. Existing highwalls appeared stable. Vegetation removal and topsoil stripping <br />has preceded the highwall by approximately 50 yards. Topsoil material stockpile was located along the east side of the pit area. <br />Disturbed area drainage reported to a sediment basin constructed at the southern end of the disturbed area. Weber Sand end Gravel <br />has been crushing and stockpiling material from their nearby 110 operation IM-93-0061 at this 111 site. Crusher plant operation <br />with several pieces of equipment were all located on a flat graded bench behind the highwall. Material stockpiles for raw material, <br />3 inch and .75 inch material were present. The crusher plant, stockpiles, and disturbed areas were organized, well maintained, and <br />generally neat in appearance. <br />The access/haul road from the 111 operation will be utilized for the 112 operation. The road was well maintained. The culvert <br />crossing of Park Ditch appeared intact, culvert was passing flow conveyed by Park Ditch. <br />Public notice was posted at the access road as required by Rule 1.6.21111b1. Following DMG approval of the 112 permit but prior <br />to the commensment of mining activities, the operator must post boundary markers for the affected area and a mine identification <br />sign which displays [he name of the operator, a statement that a reclamation permit has been issued, and the permit number as <br />per Rule 3.1.12. <br />Preliminary review of the 112 application identified several question that were discussed with Mrs. Kathy Weber and Mr. Mark <br />Weber during this inspection. A summary of the discussion follows. <br />Park Ditch is located downslope from the mining area. DMG was concerned that excessive contributions of sediment may be <br />delivered to the irrigation ditch by surface drainage from the disturbed areas. Mrs. Weber stated that some of the slopes on <br />which Park Ditch is located had experienced minor slope movement. Park Ditch owners have installed a culvert to contain ditch <br />flow to ensure slope movement not disrupt the supply of irrigation waters. The section of Park Ditch contained within the culvert <br />is located downslope from the proposed 112 disturbance; disturbed area drainage from the 112 operation will enter Park Ditch <br />at only one location. Sediment control measures maybe required at that one location, if disturbed area drainage is routed to the <br />ditch. According to Mrs. Weber, mining disturbance proposed by the 112 operation will not approach closer than 200 feet to <br />Park Ditch. Disturbed area drainage will be further addressed as an adequacy question in the review process of the 112 permit. <br />2. Another concern identified by DMG staff dealt with surface drainage from the undisturbed uplands crossing the 3:1 backfilled <br />slopes proposed on Exhibit F of the reclamation plan for the 112 permit. DMG staff questioned if riprap lined channels on the <br />reclaimed slopes would be necessary to ensure stability of the backfilled slopes and protect [he prevailing hydrologic balance. <br />The upland areas were briefly inspected. The upland watershed contributing drainage to the reclaimed area is characterized as <br />being small in size, well vegetated, lacking is steep slopes with permeable surface soils. Such conditions are generally not <br />associated with watersheds that produce high levels of runoff. Mr. Mark Weber stated that riprap lined channels would be <br />installed on the reclaimed slopes if such measures were necessary.
