Pa e 2 <br />MINE ID f1 OR M-1974-070 INSPECTION DATE: 10/23/2006 INSPECTOR'S RMW <br />PROSPECTING ID#: INITIALS: <br />This inspection was conducted in response to the operators request for a partial release of reclamation <br />responsibility. Present at the inspection were Richard Wenzel representing the Division of Reclamation, Mining and <br />Safety (Division), Noel Weisenbacher representing Lafarge West, Inc. (Lafarge), and the landowner, Mr. Leslie <br />Williams. <br />On September 6, 2006, the Division received a partial release request from Lafarge for the release of reclamation <br />responsibility for the portion of the permitted area north of the existing drainage ditch that traverses the permit area <br />from northwest to southeast, and a small portion of the site south of the drainage ditch near the southeast comer of <br />the northern portion of the site. This area being requested for release accounts for approximately 99 acres of the <br />365 permitted acres. The reason for this request is that an oil company, KP Kauffman Company, Inc. (KP <br />Kauffman) plans to drill a well within the permit boundaries and will disturb some of the land that Lafarge has <br />already reclaimed by constructing an access road to the well site. Lafarge estimates the area that will be disturbed <br />by KP Kauffman encompasses approximately five acres. The attached map delineates the area for which release <br />is being requested. <br />At the time of this inspection, no mining was occurring at the site and the area of interest is in the reclamation phase <br />of mining. The majority of the area consists of two lakes centrally located within the designated area and extending <br />from just north of the drainage ditch to the north permit boundary. The shorelines of the lakes are adequately <br />graded and vegetation is well established along the shorelines. Vegetation is also well established over the <br />remainder of the area of interest with the exception of the northeast corner north of the access road and east of the <br />existing lake. Vegetation in this area will need to be better established before this portion of the site can be <br />released. <br />Noel Weisenbacher of Lafarge indicated that Lafarge's main concern is obtaining a release for the portion of the <br />site (approximately five acres) that will be disturbed by KP Kauffman. This particular area is delineated on the <br />attached map. Based on the results of this inspection, the five acres that will be disturbed by KP Kauffman are <br />eligible for release while the remaining ninety-four acres will remain permitted under the existing permit. The new <br />permitted acreage that Lafarge will be responsible for reclaiming will be 360 acres.
