(Page 2)
MINE ID # OR PROSPECTING ID # M-77-193
INSPECTION DATE 4 16 96 INSPECTOR'S INITIALS TAS
OBSERVATIONS
1. A site monitoring inspection was conducted in response to a recent complaint regarding
the possible hauling of recycled asphalt to the T.H.E. Aggregate Quarry along Tunnel Drive.
2. The inspection revealed no evidence of waste concrete or recycled aep~aalt on site.
3. There was, however, an asphalt batch plant operating on site owned and operated by
Huekine Paving. Huekine had purchased 3/4" gravel and processing fines f.com T.H.E. ae raw
materials and has made arrangements with T.H.E. to produce asphalt on ~it:e. The plant ie
portable and was reported by Mr. Hellman to have been operating on Bite for approximately 6-
10 days. Mr. Hellman estimated that Huekine Paving will operate the batch plant on site for
approximately 10 more days, then will dismantle and remove the plant from the quarry.
4. Mr. Hellman and Mr. Tezak indicated they believed their mining and reclamation permit
includes provisions for operation of an asphalt batch plant on site. However, the permit
file at the quarry office was incomplete and such approval could not be found. This
inspector reviewed all permit documents and correepondance on file at the Division Office and
found no evidence of such approval. The Division considers the operation of an asphalt batch
plant on site to require prior written approval according to the provisions of the
Construction Materials Act. As a result, the Division will treat this mar_ter as a problem
that will need to be addressed by the operator within 30 days.
