III. COMMENTS-COMPLIANCE <br />Below are comments on the inspection The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the inspection <br />and the facts or evidence supporting the enforcement action. <br />This was a partial inspection conducted by Kent Gorham of the Colorado Division of <br />Reclamation, Mining, and Safety (Division). This mine is in permanent cessation and <br />reclamation of most areas is complete. Ground conditions were dry and the weather was <br />mild. <br />Hydrologic Balance <br />Pond 5 was dry as was pond 4 that controls storm runoff from the refuse disposal area. <br />Principle spillways were found in good condition and dewatering gates were closed on the <br />spillway risers. Vegetation is well established on both pond embankments. No evidence of <br />recent storm runoff was noted, <br />Processrng Waste <br />The perimeter of the refuse disposal pile was traversed in it's entirety. No sign of slumps, <br />slides, or erosion was noted. Perimeter drainage ditches appeared normal and functional. <br />Revegetation <br />The growing season is effectively over at this site, although grasses near the ground surface <br />still appear green and healthy This years growing season was very good in mid and late <br />summer due to abundant rainfall Given the gently sloping nature of the majority of the <br />reclaimed area, soil stabilization should not be a significant issue and any developing rills or <br />small gullies are <br />insignificant at this ~~ <br />time.
