• (Page 21 •
MINE ID # OR PROSPECTING ID # M-1997-032
INSPECTION DATE 6/4/01 INSPECTOR'S INITIALS RCO
OBSERVATIONS
This inspection was performed as part of the Division's monitoring of Hard Rock and Metals 110 permits. The operator
was contacted about the inspection, and a time was arranged to meet at the site. The operator named on page one arrived
onsite at about 1:20 p.m., and was present throughout the rest of the inspection.
The site has not been active for several years. The site was formerly part of another permit that included numerous
separate areas. The site was severed from that earlier permit via the 1999 approval of this operator's 1997permit
application. It is not known how long the site was inactive under the former permittee. The operator should be aware of
the time limit for periods of "temporary cessation" as described in Rule 1.13.
The permit ID sign posted by the former permittee is still present. It bears the name of the former permittee. the former
name of the site, and the former permit ID number. All these details have been obsolete for several vears, and the sign
must be undated and corrected. This is noted as a problem in this report, the corrective action being to replace the sign
by the date shown on the last pace of this report.
The site contains numerous above-ground structures, the detailed descriptions of which exist in the file. The structures
have not been secured or maintained and show some degradation due to weather, nesting or occupation by rodents and
birds, and possibly minor vandalism. Several windows are broken and several doors are open or swing in the wind. The
underground openings Imain shaft and vent shaft) appear secure. Much of the southern permit boundary is defined by a
low earthen berm which acts to contain stormwater runoff. Cattle or wildlife trails over this low berm have acted to beat
down the height of the berm in a couple places, compromising the utility of the berm. Though this item is not considered
to be a problem at this time, it should be monitored and repaired as needed.
The above-mentioned use of the structures by rodents raises a concern related to possible hanta virus contamination. Since
the Division must ensure that adequate bond is posted to perform all needed reclamation, anv area which will be affected
by reclamation activities and which are suspected of harboring this disease. poses a risk to reclamation workers. Until it
is known that these areas are free and will be kept free of the rodents which spread hanta virus, the additional costs of
clean-uo work in a contaminated area must be added to the bond amount. The item of bond amount is not noted as a
problem in this report, but a recalculation will be performed soon with the new figures sent to the operator for review.
The surfaces around the shaft and structure area are becoming vegetated on their own, including to a limited degree the
roads onsite. It is felt that most of these areas need not be redisturbed during final reclamation.
The topsoil pile is still present and stable. The waste rock dump appears stable.
No additional items were observed or discussed. All responses or questions about this inspection report should be directed
to this inspector at the Division's Durango Field Office.
