III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made during the <br />inspection. Comments also describe any enforcement actions taken during the inspection and the facts or <br />evidence supporting the enforcement action. <br />This inspection started off with a meeting (at 08:40) at the offices of Hydro-Environmental Solutions, Inc., <br />with John Weinman (Weinman). Weinman was invited to accompany Byron G. Walker (of the Division of <br />Minerals and Geology) on the physical inspection of the Hayden Gulch Loadout. Weinman declined. The <br />physical inspection was initiated at 10:00. <br />This permit is in temporary cessation. <br />There was about two feet of snow over the site. <br />Signs and Markers <br />Signs were in place, and with one exception, in good repair. A permit boundary sign, midway along the <br />Seneca II Cross-Road, is in disrepair. <br />Roads <br />The roads were covered with snow. From the shape of the snow cover, they appeazed to be stable and <br />in place. <br />Hydroloaic Balance <br />Sedimentation Ponds 1 and 2 were snow covered, as were the sites of the monitoring wells. There was <br />no indication of discharge from the ponds. The level of snow and ice in both ponds was well below the <br />inverts of outlets. However, maintenance of the outfalls of Pond I spillways needs to be accomplished <br />to cleaz them of ice buildup. The source of the ice is probably snow entering the intakes as the level of <br />water in the pond is below the intake inverts. <br />Support Facilities <br />Structures, other than the sedimentation ponds and ditches, are in disrepair. The broken windows on <br />the load-out structure have been boarded up. No additional vandalism was noted. <br />General Mine Plan Compliance <br />This permit is in temporary cessation. There was no indication on site that any of the permitted work to <br />covert the site from aload-out to a load-in facility had been accomplished. <br />C-1992-081, CP inspection of 15 March 2006, page 3 of 5 pages <br />
