GRM <br />OBSERVATIONS <br />This was a complete inspection of the Dotsero Quarry, completed as part of DMG s routine monitoring program for permitted <br />mines in Colorado. The inspection was also conducted to verify the current condition of the site for use in recalculating and <br />updating the reclamation cost estimate. The permit for this site has been revised to allow the BLM to hold the reclamation bond <br />while DMG holds the minimum allowable $100.00 financial warranty amount. A copy of this report, including the reclamation <br />cost estimate calculation, is being forwarded to the Glenwood office of the BLM. <br />The mine identification sign and affected area boundary markers are in place and in compliance with Rule 3.1.12. <br />No significant erosional features were noted on the affected areas of the site. <br />Problematic weed infestation was observed within the reclaimed area. The infestation, if not controlled, will most likely hinder <br />and/or delay successful reclamation of this site and possibly contribute to off-site spreading and establishment of these weeds. <br />Please indicate what measures will be taken to improve weed control and, if appropriate, submit a technical revision to <br />incorporate these measures into the permit. Weed infestation is noted as a problem, with the corrective action(s) and <br />correction date specified on the last page of this report. Significant progress toward control of on-site weeds must be <br />demonstrated within three years to avoid potential Board action. <br />In an effort to ensure the financial warranty remains adequate to reclaim this site per the requirements of the approved <br />reclamation plan, DMG has updated the reclamation cost estimate (copy enclosed). Please review the enclosed figures as <br />soon as possible and contact our office if any calculation errors are noted. Clearly, review of the enclosed estimate indicates <br />the site is currently under-bonded. Therefore, pursuant to Section 34-32.5-117(4) of the Colorado Land Reclamation Act, <br />adequate financial warranty must be submitted within 60 days of the mailing date of this report. A financial warranty in <br />the amount of $34,385.00 must be submitted to, and accepted by the BLM by December 27, 2002 with documentation of BLM <br />acceptance submitted to DMG, by that date. Also, financial warranty in the amount of $100.00 must be submitted to, and <br />accepted by DMG by December 27, 2002. Upon receipt and acceptance of both the BLM and DMG portions of the financial <br />warranty, the $30,000.00 financial warranty currently held by DMG will be released. <br />Past inspection reports indicate that the BLM has requested that the west highwall not be mined further for fear of adverse <br />impacts to the slope below and behind the highwall crest, outside the permit boundary. To acceunt for reclamation of this <br />highwall, under these conditions, the reclamation cost estimate includes a task for backfilling the current west highwall to a <br />2H:1 V slope prior to soil application and revegetation measures. Future excavation along the west side of the pit should be <br />conducted at a maximum 2H:1 V slope to avoid the need to increase the financial warranty for additional required highwall <br />backfilling. <br />The fuel tank for the screen plant is currently located in a large depression that holds the screen and the fuel tank. Mr. Mayne <br />indicated that the screen would be relocated soon.
