III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the <br />inspection and the facts or evidence supporting the enforcement action. <br />Portal: <br />Cover of the portals appears to be holding at this time. No indication of <br />settling at this time. <br />Lower Hubbard Creek: <br />The area appears to be heavily crusted due to the lack of topsoil and organic <br />matter. Although this area did not require the storage and replacement of <br />topsoil, effort needs to be taken to assure a good vegetative cover. Soil testing, <br />if not yet done, should be considered before seeding of final accepted seed mix. <br />Nutrients such as phosphate need to be incorporated into the soil to be most <br />effective. <br />Upper Hubbard Creek: <br />The sediment pond was dry. <br />Sanborn Creek Mine: <br />Weeds identified in the previous inspection have been sprayed and do not <br />appear to be a threat for spreading seed at this time. <br />Silt screens that were partially obstructed at the last inspection have been <br />cleaned and are fully functional at this time. <br />Page 2 of 2 <br />
