The background sample was labelled in a similar manner to the other, samples with no <br />indication that it is a "blank." <br />Based on DMG's observations, the sampling aspect of the plan was professionally conducted in <br />general accordance with the approved plan. Samples where packaged and sealed in coolers with <br />blue ice at the sit=, and were taken to the Federal Express office in Eagle Eor shipping to <br />ACZ labs in Steamboat Springs. It was agreed that the analysis plan would be modified such <br />that testing for Bromacil would be limited to the 3 gravel pile samples exhibiting the <br />highest PID readings, the 3 subsoil samples from the original herbicide release location, and <br />the 3 water sample locations, as well as the background or "blank" soil sample. The o*_her <br />gravel pile samples would be archived for Bromacil analysis if deemed necessary based on the <br />results of these initial analyses. <br />The storm water management facilities at the pit were inspected. The three-foot berm at the <br />downgradient edge of the site, between the disturbed area and the Eagle River, has been <br />completely repaired and reconstructed. In addition, flow barriers have been constructed <br />between all disturbed areas and Skillman Gulch, including both earthen berms and concrete <br />Jersey barriers. Earthen berms are scheduled for seeding and mulching this spring. The DMG <br />is satisfied that the berming will minimize contamination of surface water resources by <br />runoff from the disturbed areas of the pit, and problem PB-1 from the 11/16/98 inspection <br />report has been adequately addressed. <br />The above ground fuel tanks at the site were inspected. The operator has decided to <br />eliminate the fuel tank near the river. Once this tank is empty it will be removed for reuse <br />elsewhere. The synthetic liner under the tank must also be removed and either salvaged or <br />properly disposed of. This liner may not be buried on-site. PB-2 from the 11/16/98 <br />inspection report has not been addressed. The corrective action required was to evaluate the <br />storage capacity in the lined sumps under the storage tanks and incorporate an appropriate <br />clean out frequency and method into the permit. The DMG anticipates that this will be <br />completed within 45 days (by May 13, 1999).
