III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the inspection <br />and the facts or evidence supporting the enforcement action. <br />This was a partial inspection of the Coal Ridge Mine conducted by Erica Crosby of DMG. No <br />company representative was present during the ins^ection. The Coal Ridge Mine is in reclamation <br />only status. The inspection involved viewing three aerial photographs taken by Harry Ranney of DMG <br />on June 10, 1997. <br />Roads The road leading into the Coal Ridge Mine was noted in all three photographs. It appears <br />that a dirt road across the second terrace bench is heavily used to access the east side of the mine. <br />The road branches off the main access road to the Vulcan ditch. The road appears to lack vegetation. <br />Hydrologic Balance Two of the photographs depict water in the sediment pond, but below the <br />discharge structures. From a previous inspection, it was noted that water was being diverted to the <br />sediment pond via ditches 1 and 3. No erosion features were noted. <br />Backfilling i£ Grading The backfilled and graded area showed no signs of instability or erosion. The <br />bench terraces appear stable as well as the portal areas. <br />Revegetation Vegetation on the mine site appeared marginal. Numerous cows were seen grazing <br />on the lower terrace, east of the sediment pond. Roughly 38 cows were noted grazing in the permit <br />area. <br />
