- ~~ <br />i <br />• (Page 2) • <br />MINE ID # OR PROSPECTING ID # M-91-146 <br />ZNS PECTION DATH_10-7 -_98 INSPECTOR'S INITIALS SSS <br />OBSERVATIONS <br />This was a complete inspection of the ZMK Gravel pit, conducted as part of the Division's <br />routine monitoring program. The operator did not accompany the inspector during this <br />inspection. <br />The site boundaries are well marked on the upstream and downstream ends of the pit. Other <br />boundaries are a little vague and should have additional boundary markers installed. The <br />mine identification sign is in place and in compliance. <br />A pit approximately ten feet deep is excavated in the south one third of the Phase I area. <br />The floor of this excavation is dry though it is below the elevation of the adjacent river. <br />A shallower excavation is located on the middle one third of the Phase I area. The shallower <br />excavation has a screening facility in it. The approved permit indicated that no processing <br />of any kind, including screening, would take place at this site. ZMK must remove this screen <br />or submit an application for technical revision to include it in the mining plan. <br />The monitoring wells appear to be functional, but the northern-most well needs to have a cap <br />placed on the casing. <br />There is approximately one acre of disturbed area south of the approved southern permit <br />boundary. The extent of the disturbance appears to be tracks from a dozer that was building <br />up the river dike, and doing some elope grading into the approved mine Bite. It is unclear <br />if the operator breaches the dike upstream of the permit area, to allow flow to refill the <br />pit during high water. If this is the case, then this could be construed as mining outside <br />the permit boundary, or off-site impacts, and this area should be included in the permit <br />boundary. If this is not the case, ZMK must explain the off-site disturbance, and why it is <br />not mining related. In either case, the Division must receive a response to this problem, <br />as indicated in the corrective actions on page 3 of this report. <br />Spill containment for the hazardous materials on site is addressed by a concrete spill <br />containment structure around large tanks. However, there are some partially filled barrels <br />scattered around the equipment storage site that appear to contain other hazardous materials <br />that should also be placed in a bermed spill containment structure.
